Trying to log on, first install. Can't log on because I get the following Error Notice.
Can't read file "gm-cplog.cgi". Please make sure that directory to save the file is CHMODed to 666 and try running Diagnostics & Repair from the Configuration screen.
A translation of what this means would help. I have CHMODed the cplong.cgi to 666 several times to no avail. Any help would be greatly appreciated, I am running grey matter version 1.7.2.3 on a Windows XP based system and a windows server.

What it means is that Greymatter can't find the file gm-cplog.cgi. Its running into a basic sanity check.
Just to cover all the bases, is that file in the same directory as your gm.cgi? Can you post a url?
On Windows I am not familiar with how the files are made readable, but if the file is there, then you would have to set the Read/Writer permission of the file, I think.
