I have setup so i can find the libs in the cgi files. but it keeps saying that i cant find that "gm-config.cgi" file, and its there for surre and is setup just like the gm.cgi files (chmod) so that shouldnt be the problem, how do i fix this???

gm-config.cgi should actually be chmod'd differently than gm.cgi. The config file should be 666. Is gm-config.cgi in the same directory/folder as gm.cgi?
When are you getting this error? Is this during Diagnostics and Repair?

I get the same error and it occurs during the first time gm.cgi should be opened online.
CHMOD doesn't work on Windows servers (as is mine too) but rights for folders can be set and have been. From the hosting-company I have had the instruction to change use lib 'libs'; to use lib 'd:/www/openluchttheaters.nl/www/cgi-bin/libs'; in every .cgi file and so I have done. What could be wrong now?

Sounds like your hosting company is advising against using local paths. To test this, we can change a single line in Gm_Storage.cgi:
Around line 80 change:
my @exists = qw(gm-counter.cgi gm-karma.cgi gm-comments.cgi gm-upload.cgi gm-entrylist.cgi gm-cplog.cgi gm-authors.cgi gm-templates.cgi gm-banlist.cgi gm-config.cgi gm.cgi); to:
my @exists = qw( d:/www/openluchttheaters.nl/www/cgi-bin/gm-counter.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-karma.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-comments.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-upload.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-entrylist.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-cplog.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-authors.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-templates.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-banlist.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm-config.cgi d:/www/openluchttheaters.nl/www/cgi-bin/gm.cgi);
If this works, then there are other places where this may need to be changed. I am unfamiliar with how Windows servers are setup, but I didn't think this was possible. Write back with the results, particularly the error message if any.
